We want to thank everyone who participated in the El Cardonal
fishing tournament, school raffle & cabalgata. A very special thank
you to Cheryl at BPE and all the hotels, restaurants, stores,
businesses, & residents that were so generous in donating to our
school raffle, that made this tournament and raffle such a great
success. The raffle money will be used to make many needed repairs
to our El Cardonal kindergarten.

FISHING IN THE SEA OF CORTEZ
a. Note reference Loreto Marine Park laws:
The laws out of Loreto for fishing or even being in the Marine Park
are draconian, and were influenced heavily by Americans who wanted
Mexico to apply "no use" laws in the marine park. Anyone, EVERYONE
who is in the marine park needs to pay a daily fee and have a
permit; anyone, EVERYONE in a boat, even if only one person is
fishing, needs a Mexican fishing license, PLUS the daily marine park
fee; You are not allowed to anchor your boat anywhere in the
Preserve; you are not allowed to land and walk on any of the
islands; you are not allowed to clean your fish on the water in the
park (as if fish guts would be BAD for the ecosystem?); and the list
goes on. The laws have been in effect for years and years, but they
have not been able to patrol or enforce the laws to date, but it
looks like they are, now. Truth be told, the old Baja is NOT the way
it used to be, and in this economy, it seems like everyone down
there has their hand out. Almost always, you are just fine if you
are fishing with an established Mexican fleet anywhere in the Baja,
and in Loreto, I know that Arturo's Sportfishing is fine. But
private boaters are definitely a target. Take care everywhere down

b. After reading today’s posting about a sportfisher being boarded
in Loreto, I thought it might be helpful to offer a little
“refresher” on Mexican fishing regulations. Here is a link to
Conapesca’s official fishing regulations page:

cont=REGULATIONS. It is short and sweet and very clear. As for the
incident in Loreto, the regs clearly state that “fish caught under a
sportfishing license may not be filleted aboard the vessel from
which it was caught.” This point is listed under “ VIOLATIONS”. I
understand that a VIOLATION can result in your boat being
confiscated by the government, so be sure to follow the regs! Julie

We just found out that CCC has been bought out by a large grocery
chain from the mainland. The name is CHEDRAUI. They are the THIRD
largest chain of its kind in Mexico. They are competitors of WALMART.
We contacted David Flores of the Gringo Gazette. He said his father
is
a chef on Mainland and shops in the stores. He likes it, but will
try and find out what
they may carry that is imported. Apparently Chapito's will not carry
most
of what they have been that is imported because the new chain will
not be
selling wholesale to stores in the surrounding areas. We were told
that this
new chain will NOT be carrying much imported items like CCC did.

The Secondary School is in need of paint. If anyone has any unused
or surplus paint, we would appreciate it if they would be willing to
donate it to the school. Any paint, or other supplies are more than
welcome, can be dropped off at School Direction, the school is on
the high way to la Paz next to the new gas station 9:00am to 2:00pm

Telephone Las Brisas
The top engineers from Telmex visited my office last week to discuss
the possibility of finishing the telephone situation north of town
where the infrastructure was half done and has been without service
since the beginning. They are interested in taking over the
underground tubing if possible and install cables & mini-posts to
provide service to that area and want me to oversee the project due
to my office’s experience with the rest of the area already with
service. Before investing time and money though they want to see how
many people are interested in having phone + internet service. The
areas affected at present are Las Brisas 3 and 4. If you have
property in this area and are interested please contact my office
and put your name on the list. I would also like to advise that all
of the now working infrastructure was put in and paid for by me and
that those who contracted service have supposedly paid their share
of the cost through this office. An inventory will be made by Telmex
to determine if there are any lines connected without proper
authorization from my office and will asked to make the necessary
restitution or service will be discontinued. Telmex is also
interested in the area west of the main road in the Buenos Aires and
would like to go in with posts and service that area if there are
enough people interested so contact me regarding this also. Palo
Blanco-El Cardon was also brought up but that area must have
underground and would be a more difficult situation as no
infrastructure has been done there yet but it wouldn’t hurt to sign
up as you never know when there might be enough interested to also
do that area. An email will suffice to place your name on the list
but please include the area of your property, Las Brisas, Buenos
Aires or Palo Blanco. Thank you.

HALF OF THE TWO PART FORM WAS KEPT BY THE
IMMIGRATION PERSON AND SHE STAMPED MY FM3. THE OTHER HALF WAS
COLLECTED ON MY RETURN
AT MEXICAN CUSTOMS WHERE THEY ONCE AGAIN STAMPED MY FM3 FOR MY
RETURN INTO MEXICO.
I HOPE THIS IS HELPFUL. THE RULES ALWAYS SEEM TO CHANGE.
