Q.: Besides the US Consulate: is there a US Notary in the area.
A: there are online notary services that most
states recognize. just google online notary. You do it by Skype I
believe. so you need a computer that has a camera.

Q: Voltage Regulators
Answer-1: The world of computers is still
95% technology and 5% Voodoo. It's been my experience that voltage
regulators are great but I always use an uninterrupted power supply
(UPS) for each of my valuable electronics. These guys are also known
as Battery Backups. In Baja I have at least 8 of them. One for each
computer, TV and Dish Receiver. The UPS s that are connected to the
computers are also connected via USB cable to the computer with
software that will shutdown the computer as the UPS battery reaches
the end of its battery charge. I have one UPS dedicated to the
Internet Modem/WiFi and one dedicated to the phones. I can usually
remain "online" with phones for up to six hours after power failure.
UPS s are usually not strong enough to handle high draw items like
refrigerators. If you have a Voltage Controller, make sure it will
cut power during a brown out. If you have frequent pulse outages,
the regulator may not be programmed to handle that issue. I use
CyberPower UPS s from Costco USA. All UPS s use internal lead acid
batteries that last two years or more. I bring down replacement
batteries every year to cycle out the older units. Replacement
batteries are available at Amazon.com

Answer 2: Use a battery back up / voltage regulator / surge
protector. You can find them at Costco and other stores. TrippLite
is a good brand there. In general, the bigger the unit and
battery, the more life you'll get out of a reliable brand. The
reason for having one, a voltage regulator will not regulate
non-voltage, i.e. when the power goes out. A battery back up will
allow your modem, router, and computer to stay on during short power
outages while constantly maintaining a usable voltage as the power
goes off and comes back on. If power is off for a longer period it
gives you time to shut things down properly.
Answer 3: I am just another engineer down here with some
knowledge and experience. Not enough information given on what Bills
computer (was it a laptop, desktop) and how it died and so on to
give concrete suggestions. The description of voltage controller is
not clear. What was the power outage? A brownout? Was it a surge?
Before, during or after the storm?
In general a laptop that has a battery is your safest
bet for dealing with either power surges or power brownouts and
similar. Same with a tablet device that has an internal battery. For
other electronics like standalone box type computers, TVs, modems,
phones and such a so called UPS is good,(uninterruptable power
supply) one that is a battery backup that will give you 5- 30
minutes of on time after power outage is good enough, as the price
goes up significantly with the amount of on time. Hey, buy a Tesla
battery for your home is probably the most ideal thing you can do,
if I had the money I certainly would. This can give you a few days
of power if a hurricane hits and no power. If you lose power it is
in general best to unplug items or turn the circuit breakers off of
anything with a motor, like fridge, ACs, water pumps, especially if
in your area you see the lights flicker and go off and on when they
restore power. This is a very serious symptom to watch out for. The
reason is when the power comes back on the entire area is putting a
huge load onto the system and it can cause brownouts which can burn
out these devices that have high starting power ratings. Just mark
all these devices in the circuit breaker box with a color tape and
go shut them off. And 5 minutes after power is restored reliably
turn them back on. Surge suppressors are also good, and are in the
$40.00 to $60.00 price range, but battery back up is much better
expect to spend $80.00 on up. UPSs can be bought generally at COSTOs,
and SAMS clubs, office superstores too. I am confident the best
prices would be found in USA on these. Dean DeVolpi dot com
