Sorry for being gone so long. I am going to send out a partial BPE
tonight and then I'll finish up all the emails tomorrow. Five day
trip up the Baja went really good. We took a couple of short side
trips down quaint dirt roads!
The El Jardines in San Quintin was booked so if you like staying

The Chavez in San Quintin has been re-done and you get coffee and
sweet rolls in the morning.
La Serinadad had a kitchen fire a couple of weeks ago and the
repairs are going like gang busters. In the mean
time they're doing just fine with the small kitchen. Diana said she
would let me know when they have any specials.
Border crossing at Tecate was 30 minutes at 4:30pm on Wednesday and
that included an inspection at secondary.

Please post the following. Thank you!
We are really progressing in making our paradise a lot more secure
for everyone.
We have been successful in obtaining a commitment of ten additional
municipal police officers on a semi permanent basis. We are working
on making this assignment permanent and have obtained high level
support from officials at all levels. This commitment of additional
police personal to Los Barriles is significant and was one of the
groups primary goals. We have also had discussions as to what the
American community could do to help the police. One suggestion is
to build kiosks at strategic locations, manned by police.
The Santa Maria homes association has committed $2,200 dollars for
both our attorney's bills and the building of a community substation
at the intersection of the dirt road and the paved road.
The Los Barriles Security Panel is working very hard and spending a
lot of time and their own money to help make this happen. We
appreciate the support you have all sent our way with emails.
Now...it is time to ask for monetary support as well as costs are
mounting. If we can get each of you to donate $50 or more it would
be a great help.
So....please make arrangements as soon as possible to pay our
attorney directly, whether it be through Dennis or however you need
to do it. We appreciate your support to help us all keep our
paradise crime free.

The Los Barriles Security Panel

We know that the Pony Express is not a BLOG, but we think that the
posting from the Los Barriles Security Panel warrants some
discussion since it affects the entire community.
Would you please consider "opening the mike" for a brief period of
time (perhaps a week or two), so that people will have a chance to
respond to what it going on? Also, it will give a forum to the LB
Security Panel to respond to questions and specific emails that the
public may have.
Respecting your policy to KISS, and if you agree to this format,
then we would like to ask the following questions of the Panel:
1. Who are the members of the Security Panel? Could you please
identify yourselves by name?
2. What authority does the LB Security Panel have to make
commitments to a foreign governement that they will build Mexican
police facilities?
3. Paragraph #1 says that they want to "build kiosks at strategic
locations, manned by police". What is a "Mexican Kiosk"? Is it a
little palapa stand?
4. Paragraph #2 says that there is a commitment to "build a
community substation". What does a "Mexican community substation"?
Is it a block building with restrooms, electricity, air
conditioning, furniture and communications?
5. Is there a Master Plan for any of this? Does anyone know how
much these facilities are going to cost to build? Who owns the land
that these kisosk/substations will be built on? Who will own these
facilities once they are built? Who will maintain these facilities?
6. How much are the attorney fees to date and what services have
been rendered so far?
7. We currently have a police force of four, and they have to ask
for monetary donations to pay for gasoline. If the city or county
cannot afford these four policemen, how or where are they going to
find the funding to add an additional 10 semi-permanent or permanent
police men?
We live in a very generous community where people are always giving
of their time and money. We applaud the work that the LB Security
Panel has done, and we appreciate all of their efforts. However, it
seems to us that there may be other ways (less costly and less
risky) for the Mexican/Canadian/American community to assist the
police without involving ourselves in the government bureauracy.

Well it finally looks as though we have been heard, at least for the
moment. The night patrols have doubled although I have been asked to
increase the fuel allotment. I dont know how long this will
continue and of course there is the fact that in two years we will
have another regime take over in La Paz and well have to start
again. Meanwhile though the burglaries seem to have quit for the
present but we still live in a poor country and many of you have
what other people want. Do to the nature of the isolation involved
north of Barriles I feel it necessary that all the homes install a
security system to show that you are tired of these burglaries and
will have no more of it! The initial cost of a system is less than
youll lose with the first robbery and the monitoring fee of about
$30.00 a month is very manageable. The systems run from about five
hundred to two thousand dollars depending on the amount of sensors
and goodies you add and believe me just the sight of that alarm box
attached to your wall will send almost all of the thieves we have
here running. The alarms are wired to notify the company in La Paz
by either phone line or cellular phone and they immediately contact
the Police station here with the location of the break in. Response
time probably 10 minutes but probably good enough. After my research
the most reliable outfit around is SAYSE Security and alarm. I have
their system in my office and it is very easily installed with a
minimum of tiny holes drilled for very small wire and the rest is
wireless. Its also easy to activate and deactivate and has three
emergency buttons to be used when you are home in case of fire,
medical or police emergency. A large home could easily be set up in
half a day so there are really no drawbacks. This company, SAYSE,
handles all of the Government officials home security including the
Governor and the Mayor of La Paz and their people speak English. To

Community Security Update:
The members of the Community Safety Committee are being asked what's
the progress on our ongoing efforts to bring more security to our
community. Some of your neighbors and friends have been working
diligently assessing issues, meeting with Law Enforcement officials
and creating a partnership of understanding. This is an ongoing
project which will take continued efforts and resources.
Each of the Law Enforcement agencies has show great concern for our
community and has offered support in our efforts. We are truly
building a partnership and in a partnership each relies on the
other. You may have already seen increased patrols in our community
in that the La Paz Commendente has placed additional patrols in our
community, a more than three fold increase in Officers.
As part of our plan to develop a long term solution to our issues
the Commendente of La Paz is now working on making our temporary
police permanent. Also we are working on a community policing
strategy resulting in Mini Substations strategically placed around
our community. This effort will take additional resources in the
future and we will be asking for help from the community.
We need to thank our local Mayor, and each local law enforcement
officer for their commitment and continue to ask for their
assistance.

One reason I am doing this is also for you to see where I live it is
one of the oldest houses in La Paz..the street is from the 1700's
they say and this is like a New York loft with two balconies one
facing the water.
