I would like to take this moment to thank all of the many people that came together and helped make possible the field trip our youth group will now be able to take later this month. Number one of course Doña Chacha who donated all the excellent food plus her Hotel employees and patio, Chuyito for the music and all that donated gifts or were in some way involved with organizing but mainly all of you, my friends that purchased tickets or made cash donations instead. THANK YOU!! It seemed as if a good time was had by all. I would also like introduce Amparito Lucero, the young girl that sang, not lip synced, for you after the dinner. Doesn’t she have a truly gifted voice? Well this girl comes from a very poor family and has endured many hardships I will not detail here so as not to embarrass the family, but will tell you about personally if interested, and is studying, thanks to our Scholarship program East Cape Guild, High school in Santiago. It seems that times have really changed as the students today must do their homework on a computer and take it to school on a memory stick for grading. Well you can readily see the problems here for the less fortunate that cannot even afford to rent the time on a computer. I want to help Amparito purchase a lap top computer and I invite any of those that listened to her beautiful voice after the dinner and wish to help contact me for more details. Please don’t offer the old computer you don’t use as she’s had enough hand me downs plus they need a newer operating systems and programs for the work they do. Again thank you.

Finally we have a formal office here for the Ministerio Publico. The office is in the Commandancia de Policia in La Ribera and at this time consists of:

1. Ministerio Publico Manuel Romero Email: laribera_pme@live.com.mx  Phone 624 1300308 24 hrs
2. Commandante Victor Meza Phone: Cell 624 8 63 00 24 hrs
3. Agente Investigacion Felix Murillo Phone: Cell 612 16 8 95 63 Email: Murillos@webadictos.ne t. 24 hrs.

From Punta Pescadero to Boca de Salado this new office has jurisdiction for the investigation and processing of criminal activities. Their work takes off where regular preventive police and traffic police ends.

The Ministerio Publico is the Public Prosecutor, (in effect the District Attorney) and as such can and will see the legal process through when crimes against people and property bring criminal defendants to proper authority. His officers above begin the process with special investigation of the crime and the scene, something we lacked before this new authority was in place.

We go down all the time and our AT&T cell phones work perfectly in Los Barilles, Buena Vista and all thru the East Cape. My husband can even call when he is out on his boat unless he is really far out there. So they work great. Verizon doesn't work, but AT&T DOES.

The following is pretty long, so I am putting it at the end of the BPE. Cheryl

Dear Editor,
Could you kindly post the article below in your upcoming issue of the Baja Pony Express? The San Diego area-based International Community Foundation that I head is undertaking a study of the US retiree community in Mexican coastal communities and the input of your readers will be invaluable.

For each completed survey by a qualified U.S. retiree of 50 year of age or older, the International Community Foundation will donate US$3.00 to their favorite Baja charity of choice which maintains a “Friends of Fund at our foundation. For a list of friends of funds at our foundation you can visit: http://www.icf-xchange.org/funds/friendsoffunds  Los Barilles based groups with funds include the East Cape Urgent Care Clinic; the Asociacion de Arte de Mar de Cortes and East Cape Guild.

Please contact me if you have any questions.
Thank you in advance for your help.
Richard
Foundation Undertakes Study of U.S. Retiree Trends along the Baja California peninsula and other Mexican Coastal Communities

Over the past decade Mexico has become the top overseas retirement destination among American retirees. In 2000, an estimated 1 million Americans were living in Mexico on either a part time or year round basis and that number has grown in recent years, particularly in Mexican coastal regions like the Baja California peninsula.

Though the economic downturn, recent news stories in the United States of narco-violence and this past Spring’s H1N1 flue scare has resulted in a decline of American tourism to Mexico as well as a bust in several speculative Mexican real estate development projects targeted at U.S. baby boomers, the fact remains that Mexico continues to be a desirable place for Americans to retire in the foreseeable future due to its affordability.

Sadly because of dwindling retirement savings and the loss of home equity due to the real estate bust in the United States, a growing number of American retirees will today be unable to comfortably retire in their own country. According to the U.S. Social Security Administration, the average American retiree receives $1,150 monthly yet 20% of all Americans rely on social security for up to 90% of their income. These statistics are supported by the UCLA Center for Health Policy which has found that over 500,000 Californian retirees are unable to make ends meet as the average cost of living for a California retiree is $21,101 annually.
Because of its affordability and its close geographic proximity to the United States, Mexico will remain, for the foreseeable future, a desirable alternative retirement destination for a growing number of Americans and the peninsula of Baja California will continue to be among those destinations most preferred by U.S. retirees. Yet to what degree have recent events changed or permanently altered U.S. retiree preferences and consumer choices in deciding to retire to in Mexico? Also, what key lessons can be learned to address the American retirees growing and changing needs?

To better understand U.S. retirement trends in Mexico, the California based- International Community Foundation is undertaking a survey of the American retiree community in key Mexican coastal cities including the Baja California peninsula to better assess key consumer preferences and lifestyle choices of U.S. retirees now living in Mexico on issues related to cost of living, health care, public safety, environmental sustainability, as well as the degree of cultural integration and civic engagement in ones adopted Mexican community.

Why is the research important? In 2010 the U.S. Census will commence yet there are no plans to include U.S. expatriates in the upcoming census count. As the number of Americans in Mexico grows, so too will their healthcare needs so there is a pressing need for medical care received in Mexico to be reimbursable under Medicare. Yet this will require changes in U.S. health care policy. Similarly in Mexico there is a need for Mexican policymakers to better understand what key preferences draw Americans to Mexican coastal communities and what factors could cause them to leave?
Through the study, the International Community Foundation hopes to provide U.S. and Mexican policymakers with recommendations that will better enable Americans to comfortably retire in Mexico while at the same time assisting their adopted Mexican communities to sustainability adjust to the growing number of U.S. retirees that are likely to emigrant to Mexico in the coming years. The study is scheduled to be released in January 2010.
To assist the foundation in its efforts the International Community Foundation is in need of the participation of U.S. retirees ages 50 years or older who will participate in our study. To complete the study, interested retirees can visit the following web link: https://www.surveymonkey.com/s.aspx? sm=uYzpSnz0rLrjaDRXKYZOCg_3d_3d   More details on the survey can be found at: http://www.icfdn.org/initiatives/retireesurvey/index.php
For each survey completed by a qualified survey respondent, the International Community Foundation will donate $3.00 to a Mexican charity of your choice with a friends of fund at our foundation.
About the International Community Foundation:
