Windows 8.1 is safe to download for your laptop or desktop. I would still wait if you have a Surface RT mobile device. Here are some helpful tips that will help you show your desktop on initial startup with Windows 8.1. On the screen with the tiles, type "taskbar". You will see "Task Bar and Navigation". Click on that line item.
