  3. This is the message we got from Rhonda at Clay County Registration in South Dakota. We are still doing non-resident title transfers and registration renewals.  We have been bombarded with them recently as many counties in South Dakota have now chosen to no longer process non-residents.  Currently it is taking from when an application arrives in our office until we can process it around 6 weeks.  So yes, we are still taking them but do not be in a hurry for a turn around time as it will not happen.  Please spread the word.

Dakota message: You DO NOT need a South Dakota driver’s license to renew your vehicle or trailer registration in Clay County, South Dakota.   Clay county will require a payment link via email where you can pay with a credit card.  This is the same as it has been for me in prior years.
