Apparently they charge $100 per stamp at the notary, plus the additional apostille charges. I was told by a US lawyer who knows the process that it is a legal requirement that notaries in Mexico, amongst other countries, must allow notarizatiions followed by certification at an apostille (see Hague Conference).
