The new El Chaparral Border Crossing  --  USA into Mexico via San Diego/Tijuana

c.  OCT.28.Info about new El Chaparral crossing.....we crossed at 6 am Sunday morning the 28th and all traffic was being directed to the new crossing. Unfortunately the immigration office was not available there and we were told to go to the old crossing. We wanted to walk back but they said no...too dangerous. Finally we followed a border truck back to the old crossing which we would not have found on our own. Managed to park, get the visas but the usual turn off you take to get to the toll road is now blocked off. Perhaps the old route works but we didn't think fast enough and ended up heading to Tecate. Eventually we found our way to Blvd 2000 and on to the toll road. The immigration officer said the office at the new crossing would be open sometime this week, but who knows. From what we saw, if you drive thru El Chaparral, head to the ramp on the far right side and it is signed for the toll road to Ensenada.  So unless you have your visa already in and and stamped, Tecate or Otay Mesa might be better choices at the present time....good luck...ruth

e.  The new El Chaparral border crossing has 22 lanes into Tijuana from Hwy. 5 and 200 customs inspectors. The old border crossing will be closed Nov. 1, 2012 However due to concerns of local business people there should be 3 lanes open at the old crossing at times especially when the border is crowded. This means that the old immigration building will probably NOT be open.
To access the new border crossing from Hwy. 5 you will be directed near the border to take a very sharp right to a 5 lane temporary access road. This road heads west for .2 miles parallel to the border inside of Mexico. Then it makes a left into the new El Chaparral border crossing. There are high tech devices at the new El Chaparral border crossing to detect counter band etc. as well as hand held computers. You will be able to get your FMM (tourist card) El Chaparral and I assume you can also pay your bank fee there.
Once you get your card and get inspected head out of the crossing keeping to the right. Take the "A Palyas de Tijuana, Rosarito Y Ensenada turn off making a big U over the dry river bed. This will merge with the old route running parallel to the border and on to Hwy 1D toll road to Ensenada.

QUESTIONS

a.  Is it a common occurrence for nightly power outages, say from around midnight to dawn?
I mentioned this to the caretaker at Playa Norte,as it takes it toll on the propane.
Also where would one take their tanks to refill?  So much to learn.....
On another note, oil change for the truck...recommendations local or get it done in Cabo area?
